On 12 May 2025 the government published a white paper policy document called Restoring control over the immigration system. The document proposed some changes to make it harder to move to and settle in the UK, with a view to reducing immigration.
A white paper does not, by itself, alter the law or the immigration rules. It puts forward changes the government intends to make in future. This means that not all the details about these proposals, including when they will come into force, are available yet.
Here’s what it could mean for international students, skilled workers, entrepreneurs, and families.
Graduate Route (Post-Study Work):
• The current 2-year Graduate visa may be cut to 18 months, with stricter rules on the types of jobs graduates can do.

Skilled Worker Visa:
• Roles below degree level may no longer qualify.
• A new “Shortage List” will allow limited sectors.
• Employers must show they’ve tried to hire locally before sponsoring someone from abroad.

Settlement (ILR):
• The 5-year route to permanent residency may go up to 10 years for most.
• Some high-skilled or high-contribution migrants may still qualify sooner.
• The Life in the UK Test is being reviewed and may include tougher English checks.
Stricter English Requirements:
• Main applicants and adult dependents will face higher English levels. Ongoing “progress checks” may be added for extensions and ILR.
Global Talent & Innovator Founder Visas:
• Good news here: These routes are being encouraged! If you have strong achievements or a standout business idea, this could be a great opportunity.
Immigration Skills Charge (ISC):
• Employers may pay 32% more to sponsor workers.
Postgrad Students:
• Dependents are still allowed for PhD and MRes students, no changes there (yet), but stricter rules may come soon.
When will this all happen?
No confirmed date yet but changes usually apply going forward, not to people already on visas or mid-application.
